Emergency Solutions Grant (ESG) Program Year 52 (2026-2027) Request for Proposals

The City of Syracuse is seeking proposals for the use of Emergency Solutions Grant (ESG) Entitlement Grant funding for Program Year 52. The program year runs from May 1, 2026 – April 30, 2027. Proposals must align with the strategic priorities and address community needs outlined in the City of Syracuse’s 2025-2029 Consolidated Plan. The ESG program has four funding categories: Rapid Rehousing, Homeless Prevention, Street Outreach, and Homeless Management Information System (HMIS). The City is looking for proposals that provide direct financial assistance to existing homeowners, promote affordable homeownership, create new affordable housing, prevent and address homelessness, and provide quality housing resources and public services. • Rapid Rehousing: aiding individuals and families who are literally homeless to transition into permanent housing • Homeless Prevention: providing services to individuals and families who are at risk of homelessness • Street Outreach: providing outreach, engagement, case management, and services to unsheltered individuals and families • Homeless Management Information System (HMIS): collecting data to better inform homeless policy and decision making
