Description

This Navy solicitation seeks a qualified contractor to repair, overhaul, upgrade, test, and inspect a Blade Set for an aircraft fan (NSN 340-161-304-0). The contractor must provide all labor, facilities, tools, parts, and testing equipment; government will not supply special tooling. Repairs must meet a 90‑day Repair Turn‑Around Time (RTAT) from receipt of the asset, with a contract induction window of 365 days from award. The contractor must comply with applicable Navy and industry standards (e.g., ISO‑9001/AS9100, MIL‑STD‑454, IPC/EIAJ‑STD‑001C) and maintain configuration‑management, quality‑assurance, and parts‑control processes. The contract may involve handling Beyond Economic Repair (BER), Missing‑On‑Induction (MOI), and Over‑and‑Above Repair (OAR) situations, requiring DCMA concurrence. Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Based on typical Navy repair contracts for a single high‑value aircraft component, the award could range from a few hundred thousand dollars to low‑single‑digit millions, depending on the number of units, parts required, and labor intensity. Assuming 1–5 blade sets with extensive overhaul, a reasonable ballpark is $500,000 to $2,000,000. Factors influencing the final amount include the quantity of items, complexity of the repair (BER/OAR considerations), parts procurement costs, and any subcontracting required for specialized tooling.
