Notice of Intent to Sole Source for Underwater Cutting and Welding Training Course

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a sole source contract for an Underwater Cutting and Welding Training Course. The course aims to provide basic and advanced underwater cutting and welding skills sets, techniques, standard operating procedures, technical knowledge, and experience of assigned underwater cutting and welding equipment. The training will be conducted for the Underwater Construction Team Two, located in Port Hueneme, California. • The course will cover topics such as oxygen arc/exothermic cutting, wet welding, and pre/post operational checks. • The contractor will provide an Instructor Planning Document, Student Guides, supporting media presentations, performance evolution sheets, and a Post Training Operations Report. • The training will be conducted over a two-week period, with a maximum of 20 students and a minimum of 8 students required to hold the course. • The contractor will be required to provide a mobile surface supplied diving system, oxygen-arc cutting equipment, and underwater wet welding equipment. • The contractor will also be required to provide instructors with the necessary qualifications, including Association of Diving Contractors International (ADCI) Welder Performance Qualification (WPQ) in underwater wet welding and educator with American Welding Society (AWS).
