Description
The Imperial County Department of Public Works is seeking a qualified CPA firm or individual to perform annual fiscal and compliance audits of the County’s Transportation Development Act (SB‑325) funds. Over a five‑year term, the contractor will deliver draft audits by October 31 and final audits by November 15 each fiscal year, ensure compliance with California statutes, GAAP, GAAS, and GAO Government Auditing Standards, and file final reports with the State Controller. The award will be a not‑to‑exceed fee with a 5 % retention until final acceptance, and the contractor must carry specified professional liability and general liability insurance. Sub‑contracting is prohibited without prior approval.
• Conduct annual fiscal and compliance audits for SB‑325 funds (Article 3, 8(a), 8(e)).
• Provide draft audit (Oct 31) and final audit (Nov 15) each year, and submit to the State Controller by Dec 31.
• Maintain required insurance (E&O $1 M, CGL $3 M, etc.) and retain all documentation for 3–5 years.
• Fixed‑price, not‑to‑exceed fee over a 5‑year contract period; 5 % invoice retention until final audit acceptance.
