Description
The U.S. Air Force is seeking a small‑business contractor to provide comprehensive facilities support services for the SATCOM (Milstar) building (Building 1500) at Offutt Air Force Base, Nebraska. The contractor will be responsible for all management, labor, materials, equipment, and supervision needed to operate, maintain, and repair the SATCOM campus, including real property, installed equipment, and associated systems, ensuring mission‑critical readiness and compliance with security clearance requirements. The effort includes a base‑period performance of 10 months (19 Dec 2026 – 18 Oct 2027) with multiple optional extensions up to five years. Offerors must submit a detailed technical plan, security clearance documentation, and a crisis‑continuity plan, and must be registered in SAM and meet a SPRS score of 110.
• Provide day‑to‑day building maintenance, preventive maintenance, and repair services for SATCOM facilities.
• Manage and supply all labor, materials, equipment, and supervision required for cost‑effective operations.
• Maintain required security clearances (Secret minimum; Top Secret for TS/SCI areas) for all personnel.
• Submit a written continuity‑of‑operations plan for essential services during crises (DFARS 252.237‑7024).
• Meet strict performance metrics (e.g., 99.9 % uptime for Tier 1 critical systems).
• Participate in a mandatory site visit on 31 Aug 2026 and adhere to a 180‑day clearance acquisition window.
• Offerors must have a current SPRS score of 110 or a POA&M filing.
