Description

The City of San Rafael is seeking a qualified consultant to update its Americans with Disabilities Act (ADA) Self‑Evaluation and Transition Plan. Phase One focuses on a comprehensive survey of the public rights‑of‑way (sidewalks, curb ramps, crosswalks, bus stops) and the production of an updated transition plan that includes methodology, barrier inventory, cost estimates, and a phased implementation schedule. Phase Two (if awarded) will extend the effort to a city‑wide facility review, identifying non‑compliant building elements, providing remediation recommendations, and estimating costs. The contract will be structured as a Professional Services Agreement with a not‑to‑exceed limit of $100,000 for Phase One, paid on a time‑and‑materials basis. The City requires the consultant to hold Certified Access Specialist (CASp) credentials, adhere to California ADA/Section 504 requirements, and deliver all reports in electronic format. • Conduct field surveys of all public right‑of‑way assets and generate a detailed barrier‑inventory database. • Develop an updated ADA Self‑Evaluation and Transition Plan, including cost‑estimate models, phased implementation schedule, and monitoring tools. • (Optional) Provide a Facility Report for Phase Two that catalogs building‑level accessibility barriers, references Title 24 and ADA standards, and offers remediation strategies. • Deliver all work under the City’s standard Professional Services Agreement, meeting insurance, indemnity, and prevailing‑wage requirements. • Participate in a virtual interview on or about October 6, 2026 and be prepared to submit a cost proposal after the qualification‑based selection.

Budget estimate

$100,000 – $150,000

The RFP states a Phase One budget of $100,000 and anticipates additional Phase Two work that could increase total compensation. Assuming typical consulting overhead (10‑20 % profit) and potential Phase Two scope, a realistic range is roughly $100,000 to $150,000. Factors influencing the high end include expanded facility‑review scope, additional travel, and higher‑level expert fees.
