Description
The City of Springfield is seeking a consultant to deliver a Comprehensive Housing Plan by September 30, 2026. The plan should include a housing needs assessment, housing production and preservation goals, recommended policy and funding changes, and an implementation plan. The consultant will be required to provide a concise executive summary and a final report. The City will hold a pre-proposal zoom conference call on October 20, 2025, and interested proposers may submit written questions until October 24, 2025.
• The consultant should have significant subject-matter expertise in housing planning and experience in creating comprehensive data-driven municipal housing plans.
• The consultant should be able to deliver a Comprehensive Housing Plan by September 30, 2026.
• The plan should include a housing needs assessment, housing production and preservation goals, recommended policy and funding changes, and an implementation plan.
• The consultant should provide a concise executive summary and a final report.
• The City may reject any and all proposals, re-advertise the RFP, postpone or cancel the RFP process, change the schedule of events, or modify the RFP at any time.
