EASTWOOD ROAD MEDIAN IMPROVEMENTS

The City of Wilmington is seeking a single‑prime contractor to execute comprehensive median improvements along Eastwood Road (US 74/76) from Rogersville Road to Cavalier Drive. The scope includes grading, removal and replacement of existing asphalt, installation of concrete culverts (15‑, 30‑, and 36‑in.), new concrete curb & gutter, landscaped median islands, drainage structures, traffic‑control devices, pavement markings (paint and thermoplastic), ITS components (inductive loops and APS detector stations), utility adjustments, erosion‑control measures, and an 18‑month landscape maintenance program. The contract is a lump‑sum with unit‑price items, requires a 5 % bid bond, 100 % performance and payment bonds, 5 % retainage, and a 14 % MBE/WBE subcontracting goal. The construction window is 150 calendar days from the Notice to Proceed, with liquidated damages of $530 per day for overruns.
