Description

The Riley County Board of Commissioners is soliciting competitive bids for the design‑build construction of a two‑cell, non‑discharging wastewater lagoon facility and an associated submersible sanitary sewer pump station at University Park. The scope includes extensive earthwork (≈38,097 CY common excavation, 917 CY contractor‑supplied excavation), placement of 31,211 CY compacted fill, installation of pond sealant, stone rip‑rap slope protection, influent structures, 8‑inch DIP and PVC force mains, fencing, and the pump station itself. All labor, equipment, materials, and related incidental work are required to complete the improvements as shown in the bid documents. • Approximately 38,000 cy of excavation and 31,000 cy of fill – large earth‑moving contract. • Installation of 4,486 ft of 8‑in PVC force main, 284 ft of 8‑in DIP piping, and a submersible pump station. • Site work includes 2,271 ft of fencing, pond sealant (278 tons bentonite) and 4,021 sq yd of stone rip‑rap.

Budget estimate

$5,000,000 – $8,000,000

Based on the extensive earth‑moving (≈38 k cy), large volume of fill, pipe installation, and pump‑station construction, a typical unit price for such municipal wastewater lagoon projects ranges from $80 to $150 per cubic yard of earthwork plus additional fixed costs for equipment and specialized works. Assuming an average $115/cy for the 38,000 cy gives roughly $4.4 M, plus $1–2 M for pipe, pump station, and ancillary items, a total contract value is likely between $5 M and $8 M. Therefore the client could expect earnings in the low‑single‑digit‑million‑dollar range, with the exact figure depending on subcontractor rates, mobilization costs, and any change orders.
