Description

The California Department of Housing and Community Development is offering up to $75 million in Homekey Tribal grant funding (Round 3) to eligible tribal governments and their partners for the development of permanent, affordable multifamily rental housing (new construction, rehabilitation, or conversion) that serves households experiencing homelessness or at risk of homelessness, especially those impacted by COVID‑19. The grant is a stand‑alone NOFA for tribal entities, with no set‑aside within the standard Homekey program, and funds may be disbursed as advances and reimbursements. Applications open July 5 2023; the award announcement is expected continuously through November 2023, and the period of performance runs from August 1 2023 to June 30 2025. No letter of intent or matched funding is required. • Eligible applicants: Tribal governments (can partner with other tribal entities, urban Indian organizations, local jurisdictions, nonprofit or for‑profit corporations). • Funding purpose: Build or rehabilitate multifamily rental units, townhomes, single‑family rentals, manufactured housing, or convert non‑residential space to residential housing for permanent placement of the target population. • Total available funding: $75 million (≈ $55 million carry‑over from Round 2, $20 million new). • Expected number of awards: Dependent (not predetermined). • Funding method: Advances and reimbursements, up to 100 % of award upon request. • No geographic caps; funds will be allocated equitably across the state.

Budget estimate

$500,000 – $10,000,000

The grant pool totals $75 million, but the number and size of individual awards are listed as “Dependent.” Assuming the Department funds a modest number of large tribal projects, award sizes could range from a few hundred thousand dollars for small rehabilitation efforts to $10 million or more for large new‑construction developments. Therefore, a reasonable estimate for a single award is between $500,000 and $10,000,000, depending on project scope, readiness, and matching resources.
