The VA, through the GPO, is seeking a contractor to produce two million “#10 Double‑Window” envelopes featuring an interior security‑tint (Pantone 280) and specific offset‑press printing requirements. The work includes receiving government‑furnished paper, printing the required markings, constructing envelopes, packaging (500 per box, 36 boxes per pallet), and delivering to the VA HITC site in Illinois by early November.
• 2 000 000 envelopes with double windows and security tint (Pantone 280)
• Offset/press printing only; digital printing prohibited
• Paper supplied by government (JCP V20, 24 lb) and 200 “Blue‑Label” random copies required
