Description

This solicitation requests a contractor to repair, upgrade, test, inspect, and return to “Ready For Issue” condition a mechanical actuator (NSN 014833206). The work includes disassembly, cleaning, part replacement or repair, reassembly, and functional testing in accordance with applicable Navy manuals and MIL standards. The contractor must supply all necessary labor, materials, and test equipment, maintain a quality management system (ISO 9001/AS9100), and comply with configuration‑management, marking, and storage requirements. The Navy will not provide fixtures, jigs, or special tooling; the contractor is fully responsible for those items. The contract also outlines procedures for handling Beyond Economic Repair (BER), Missing on Induction (MOI), and Over‑and‑Above Repair (OAR) situations, requiring prior approval from the Procuring Contracting Officer (PCO) and documentation to DCMA. • Repair/overhaul of a single mechanical actuator (NSN 014833206) • Must meet MIL‑STD‑130 markings, use SAE‑AS22759 wire (no MIL‑W‑81381) • Contractor supplies all parts, tools, labor, and testing equipment • Quality system must comply with ISO 9001 / AS9100 and relevant Mil‑Q standards • Documentation of repair procedures, calibration, and configuration management required • Must obtain approvals for BER, MOI, OAR, or any manual/specification changes • No government‑furnished tooling; contractor’s facility (e.g., Kellstrom Repair Services, Miramar, FL) will be used for repair and inspection.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract value. Repair of a single high‑precision mechanical actuator for the Navy typically involves labor, specialized tooling, replacement parts, and extensive testing. Based on comparable Navy repair contracts for similar actuator assemblies, the effort can range from a few hundred thousand dollars for a straightforward repair to over two million dollars if extensive part replacement, custom tooling, and multiple OAR/BER items are involved. Factors influencing the final price include the condition of the received unit, the need for proprietary replacement parts, and any required engineering change approvals.
