The Fiscal Year 2024 Homeland Security Grant Program (HSGP) is a grant program that supports state and local efforts to prevent terrorism and other catastrophic events. The program provides funding to implement investments that build, sustain, and deliver the 32 core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. The HSGP comprises the State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG).
Key aspects of this opportunity include:
• Enhancing the protection of soft targets/crowded places
• Enhancing information and intelligence sharing and analysis
• Combating domestic violent extremism
• Enhancing cybersecurity
• Enhancing community preparedness and resilience
• Enhancing election security
Applicants must allocate a total of 30% of their SHSP and UASI award funds across these six priority areas, with a minimum spend requirement of 3% for enhancing election security. The remaining 70% of funding must be allocated to addressing capability gaps identified through the Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) process.
