Description

The Mississippi State Department of Health is seeking applications for the Ryan White Part B Grant to provide HIV care services in Mississippi. The grant aims to fund subrecipients that will deliver access to a full range of core medical and support services that contribute to retention in care, viral load suppression, eliminate health disparities, and end the HIV epidemic in the State of Mississippi by 2030. The grant has two tracks: Track A for applicants seeking to establish an HIV medical home model, and Track B for applicants seeking to provide outreach and retention services in specific districts. Eligible applicants must be currently funded by the Mississippi State Department of Health, STD/HIV Office, Ryan White Part B Office, in good standing and have active contracts. The grant requires a pay-for-performance structure, where payments are tied to performance metrics. The selected recipient will be expected to track and report outcomes, adjust activities to improve results, and contribute to data-informed public health efforts. Key services to be provided include primary medical care, insurance assistance, medications, and essential support services for people living with HIV who are uninsured or underinsured. Some of the key requirements for applicants include: • Providing a report on current clients served and service units delivered • Describing the approach and methodology for delivering each proposed service • Outlining a staffing plan, including job titles, number of FTE, roles, qualifications, and recruitment or retention strategies • Describing how services will be coordinated into a seamless and cohesive delivery system • Providing a budget and budget justification that correlates to the work plan • Describing experience with federal grants and programmatic experience • Providing information on program management and organizational experience • Disclosing any conflicts of interest or affiliations with MSDH employees or board members

Budget estimate

$200,000 – $1,500,000

The total anticipated funds for subgrants under this RFA are $1,500,000.00. However, the actual budget may vary depending on the number of successful applicants and the specific services proposed. Assuming an average award amount of $200,000 to $500,000 per subrecipient, the budget for a single subrecipient could range from $200,000 to $500,000 per year, depending on the scope of services and the performance metrics achieved. Factors that may influence the likely payment range include the subrecipient's experience in providing HIV care services, the quality of their proposal, and their ability to meet the performance metrics and reporting requirements.
