This solicitation seeks a qualified contractor to refurbish government‑furnished Torque‑Motor Magnetic‑Field Ring Assemblies (DMISA Rings) in accordance with NAVSEA drawings 7447999 Rev I and 7448000 Rev F. The work is strictly refurbishment (no new manufacturing), must meet exact magnetizing‑force and microsphere‑density specifications, and all pricing must be submitted per Section B with tooling costs embedded in unit prices. ISO 9001:2015 quality‑system certification is no longer required, but DFARS 252.225‑7061 compliance and CMMC Level 2 certification are mandatory for drawing access. The contract is an IDIQ awarded on a lowest‑price‑technically‑acceptable basis, with a minimum performance period of 365 days and no separate NRE line item allowed. Commercial past‑performance references are acceptable.
