The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) is soliciting information from the industry for the fabrication of a Mobile Launch Vehicle (MLV) specialized for the launch of scientific balloon payloads. The MLV will consist of two primary sections: the Power Plant Section and the Mobile Launch Vehicle Chassis Section. The Power Plant Section will be based on the Caterpillar 966M Wheel Loader, and the Mobile Launch Vehicle Chassis Section will be designed to accommodate this power plant. The scope of the MLV includes at least one MLV delivered within 18 months after award, with minimum and maximum specifications. Interested parties should submit a response of no more than five pages, including their ability to perform all aspects of the effort, contractor's name, CAGE code, and a short narrative stating their interest and ability to meet the minimum, maximum, or a mixture of scope.
Some key points to consider:
• The Mobile Launch Vehicle Chassis shall be designed to not allow the vehicle to tip over or be damaged under dynamic loads and speeds.
• The weight and dimensions of the Mobile Launch Vehicle Chassis shall be limited to allow loading and shipment via sea vessel and/or traditional highway transportation.
• The Launch Boom shall be 4 feet wide and support a person weighing up to 350 lbs.
• The Mobile Launch Vehicle Chassis shall have a life cycle of no less than 30 years with a reasonable maintenance plan.
• The Contractor shall provide evidence of minimum qualifications, including experience and background demonstrating capability for accomplishing work of similar magnitude and complexity.
