Description

The City of Newport News is seeking proposals for the adaptive reuse of the former Greek Orthodox Church, located at 2591 West Avenue. The goal is to transform the long-vacant building into a revitalized community asset that aligns with local priorities and contributes to the revitalization of Downtown Newport News. Proposers should demonstrate their capacity, ability, and experience in redeveloping the property, including financial capacity and a proposed plan for utilization and occupancy. The City encourages proposals that promote the economic enhancement of small, women-owned, minority-owned, and service-disabled veteran-owned businesses. • The property is located in the heart of Downtown Newport News, overlooking the James River. • The site is adjacent to the emerging James River Strand, a waterfront park project that will enhance the area's recreational and cultural appeal. • The City has completed extensive due diligence to prepare the property for redevelopment, including building surveys, condition assessments, and market studies. • Proposers should submit a technical proposal, price proposal, and other required documents through the City's e-Procurement Portal. • The City will evaluate proposals based on demonstrated capability and capacity, commitment to a high-quality project, and financial ability, among other criteria.
