Water Comprehensive Plan Update

The City of Edmonds, Washington is soliciting a statement of qualification (SOQ) from individuals or firms interested in providing consultant services to update the city's Water Comprehensive Plan. The current plan was written in 2017 and needs to be updated to meet the planning requirements of the Washington State Department of Health and the Growth Management Act. The scope of the project includes: 1. Planning data and demand 2. System analysis 3. Water efficiency and conservation program 4. Water rights and system reliability 5. Regulatory compliance with water quality monitoring requirements 6. Operations and maintenance program 7. Capital improvement plan/capital facility plan 8. Financial program The city is seeking a consultant with experience in water system planning and management. The selected consultant will be expected to provide a comprehensive plan that meets the city's needs and complies with relevant state and federal regulations. The SOQ should include the following components: 1. Executive summary 2. Approach 3. Related firm experience 4. Qualifications of proposed project manager 5. Expertise of key staff 6. References/past performance The city will evaluate the SOQs based on the following criteria: 1. Project approach (20 points) 2. Related experience of firms on team (25 points) 3. Qualifications of proposed project manager (15 points) 4. Expertise of key staff (20 points) 5. References/past performance (20 points) The city reserves the right to select the most qualified firm based on the evaluation of the SOQs and may invite selected firms to make oral presentations. The city also reserves the right to reject any and all SOQs at any time without penalty. The deadline for submitting the SOQ is December 23, 2025, at 4:00 PM. The city anticipates completing the project by 2027.
