The State of Maine is seeking a vendor to produce, bind, and deliver the 2026 Individual Income Tax Booklets (resident and non‑resident) and the accompanying loose forms (Form 1040ME). The contract covers full‑service printing, security‑type return envelopes, binding, perforations, proofing, scanner testing, addressing, data processing (CASS/NCOA), presort, carrier‑route preparation, and shipping to designated locations. The effort includes approximately 22,000 printed booklets (split between addressed/mailable and drop‑shipped) and 3,000 loose forms, with special handling for roughly 250 foreign‑address booklets. The vendor must meet stringent printing specifications (heat‑set, drop‑out inks, security envelopes, barcodes, and lift‑gate delivery) and provide a detailed cost breakdown that separates freight, postage advances, and any extra ink or page costs.
