Description

The City of Carlsbad seeks a qualified contractor to provide an as‑needed maintenance program that inspects, documents, and mechanically remediates concrete sidewalk trip hazards city‑wide, delivering GIS‑compatible data and ensuring ADA compliance. The work includes surveying sidewalks for vertical offsets, mechanically slicing or shaving hazards to a zero‑point differential, performing site clean‑up and waste recycling, and reporting progress via the City’s Procore platform. Pricing will be based on unit rates per surveyed sidewalk mile and per inch‑foot of hazard removed, with a base three‑year contract and two optional one‑year extensions. • Survey all city sidewalks, capture GPS, photos, and displacement data, and deliver GIS shapefiles. • Mechanically remove identified hazards using dry slicing equipment with ≥ 90 % dust capture, meeting ADA taper and friction standards. • Provide bi‑weekly progress reports, monthly meetings, and maintain all documentation in Procore; all costs must be included in unit prices.

Budget estimate

$4,000,000 – $9,000,000

No total contract value is disclosed, but the RFP bases payment on unit rates. Assuming a modest survey rate of $5,000 per sidewalk mile and a removal rate of $100 per inch‑foot, the estimated five‑year totals (754 miles and 50,713 inch‑feet) would be roughly $8.8 million. The base three‑year term would likely fall between $4 million and $9 million, depending on actual unit rates and the amount of hazard removal each year. Factors influencing the range include the contractor’s labor rates, equipment costs, waste‑recycling fees, and any price escalations in optional extensions.
