Post Offer Employment Testing

The Iowa Department of Transportation is seeking a qualified testing provider to perform post‑offer employment testing (including background investigations, drug testing, and other job‑specific assessments) for candidates across all DOT district field offices. The provider must maintain a network of testing sites throughout Iowa—urban, suburban and rural—so that candidates travel no more than two hours from their assigned DOT garage. Services must be ADA‑compliant, and the provider is responsible for all testing equipment, site‑location reporting, and any modifications to site locations must be approved in writing. An optional alternate line item allows the provider to offer pre‑employment physicals. Bids are evaluated on cost and other factors such as staffing, schedule, and past performance. • Conduct job‑specific post‑offer testing (drug, background, etc.) for DOT employees. • Maintain multiple, ADA‑accessible testing locations statewide with a ≤ 2‑hour travel‑time requirement. • Provide per‑candidate pricing; optional pre‑employment physicals may be quoted as an alternate. • Contract term is initially 12 months with up to five one‑year renewal options.
