Barbershop - DLA HQ MWR

The Defense Logistics Agency is seeking a contractor to operate a barbershop concession at the DLA Headquarters Complex in Fort Belvoir, Virginia. The contractor will be responsible for providing all labor, equipment, materials, and incidentals to operate the barbershop. The contract is expected to start on August 25, 2026. The contractor will be required to pay a flat fee or commission to the Non-Appropriated Fund Instrumentality (NAFI). The solicitation includes a Performance Work Statement (PWS) that outlines the requirements for the contractor. • The contractor must provide all necessary equipment and supplies to operate the barbershop. • The contractor must have a minimum of one employee/barber/hair stylist on-site during all operating hours. • The contractor must comply with all force protection requirements and base access requirements. • The contractor must provide their own Point of Sale (POS) system. • The contractor must obtain written approval from the Contracting Officer's Representative (COR) for any changes to the operating hours or service pricing.
