This contract awards the printing, assembly, and first‑class mailing of approximately 180,000 Vote‑by‑Mail (VBM) application packets for the 2023 election cycle. The scope includes production of #10 outgoing envelopes, #9 return envelopes, bilingual VBM applications, colorful inserts, variable‑data printing (including barcodes), packet assembly, daily sorting by ZIP, and same‑day delivery to the USPS Business Mail Entry Unit in Cleveland. The work is performed over a six‑month primary period (January – August 2023) with a possible three‑month extension to the end of December 2023. The contract follows a competitive Request‑for‑Bid (RFB) process, with a “pay‑as‑you‑go” pricing model where vendors supply unit rates for each line item.
