1st & Main Mixed-Use Development Project - RFQ

The City of Chico, in partnership with Chico State and Chico State Enterprises, is requesting Statements of Qualifications (SOQs) and conceptual proposals from developers to partner on a mixed-use development project at 1st & Main in Downtown Chico. The project aims to revitalize the area, create new jobs and housing opportunities, and generate revenue. The Agencies are looking for a qualified developer with experience in public-private partnerships, vertical development, quality design, and mixed-use development. • The project involves a 2.44-acre site, including a 1.61-acre parcel owned by the City and two parcels totaling 0.83 acres owned by Chico State Enterprises. • The site is zoned Downtown North with a Corridor Opportunity Site and Landmark Overlay. • The Agencies anticipate the project will include a mixed-use development, parking, and outdoor engagement areas. • The selection process will involve three steps: review and scoring of SOQs, interviews, and community engagement. • The Agencies reserve the right to accept or reject any or all submittals or proposals without cause.
