Request for Information: Generation and Transmission of Retail Electricity Supply

The State of Maryland is seeking information from vendors regarding the generation and transmission of retail electricity supply. The purpose of this Request for Information (RFI) is to collect information on the capabilities of vendors to provide electricity services to the state. The state is looking for vendors who can supply approximately 300,000 MWh of electricity annually to up to 3,000 accounts. Vendors must be able to provide a seamless transition of accounts from an applicable EDC or third-party electric supplier and must maintain insurance coverages for commercial general liability and worker's compensation. The state is also looking for vendors who can provide a problem escalation procedure and adhere to applicable operating policies, criteria, and guidelines. • The RFI is not a solicitation to procure, but rather a means of conducting market research to identify capable parties. • The state intends to collect information on the generation and transmission of retail electricity supply for a possible procurement. • Vendors who are interested in providing information may do so by sending Attachment I of the RFI to the Procurement Officer no later than the RFI's due date. • The state is looking for vendors who can provide electricity services to various regions in the state, including Region A, Region B, Region C, Region D-1, Region D-2, and Region E. • Vendors must be able to meet all the requirements outlined in the RFI and must be able to provide documentation, such as a Maryland license, FERC power marketing license, and proof of PJM membership.
