Consultant and Technical Assistance Services for Consolidated Plan Grant Programs

The City of Palmdale is seeking a qualified consulting firm to deliver comprehensive technical assistance and program‑administration support for its federally funded housing and community‑development grant programs, including CDBG, CDBG‑CV, HOME, NSP, HOME‑ARP, and ARPA/CSLFRF. The consultant will be responsible for eligibility determinations, compliance monitoring, report preparation, data entry in HUD and Treasury systems, sub‑recipient oversight, and training City staff. The effort spans the life of the grants and is structured as a three‑year firm‑fixed‑price contract with two optional one‑year extensions. • Provide end‑to‑end grant administration services for multiple HUD and Treasury programs. • Prepare required quarterly, annual, and special reports, drawdown requests, and audit support. • Develop policies, conduct staff training, and manage sub‑recipient monitoring and compliance. • Maintain all required insurance, certifications, and records for the contract term.
