On-Call Grant Development, Compliance, and Technical Advisory Services

CityBus, the public‑transit agency for Greater Lafayette, Indiana, is seeking a qualified consultant to provide on‑call grant development, compliance, and technical advisory services. The consultant will act as an extension of CityBus staff, helping identify funding opportunities, prepare competitive grant applications, manage award administration, ensure regulatory compliance, and support project close‑out for capital improvement, fleet modernization, technology, and facility projects. Services are delivered on an as‑needed basis through individually authorized task orders over a one‑year contract term, with the option to renew up to four additional years. The work can be performed remotely and will involve strategic funding strategy, grant writing, budgeting, reporting, and compliance guidance across federal, state, and local programs. • Scope includes funding strategy, grant readiness assessments, and opportunity monitoring. • Development of grant narratives, budgets, schedules, and supporting documentation. • Ongoing administration: award acceptance, budget monitoring, reporting, audit preparation, and close‑out. • Regulatory support: FTA, Uniform Guidance (2 CFR 200), Buy‑America, civil‑rights, DBE/ADA compliance. • Deliverables such as funding matrices, calendars, readiness reports, and executive briefings. • Contract valued on a fixed‑price line‑item basis; work performed within the United States; optional renewal up to five years total.
