Description

Loudoun County Public Schools (LCPS) is seeking competitive sealed‑bid suppliers to provide wetland, stream and nutrient mitigation credits from Virginia DEQ‑approved mitigation banks. The credits will compensate for environmental impacts associated with school construction projects (e.g., Waterford Elementary renovation and Evergreen Mill Road widening). The contract is a one‑year base period with up to four one‑year renewal options (maximum five years). Bidders must submit electronic bids by October 14, 2026, answer any questions by October 9, 2026, and provide proof of credit availability, bank ledgers, insurance, and required certifications. Delivery of documentation and credit purchase confirmations must occur within tight timeframes (5 business days for letters of credit, 10 days for purchase verification). The award will go to the lowest responsive and responsible bidder; multiple awardees are possible.

Budget estimate

$1,000,000 – $5,000,000

The solicitation does not disclose a total contract value. Based on typical market rates for mitigation credits (approximately $5,000‑$15,000 per credit) and the quantities listed (≈0.35 wetland credits, 290 stream credits, and up to 1.0 nutrient credit), the total spend could range from roughly $1 million on the low end to $5 million on the high end. Factors influencing the final amount include the exact number of credits awarded, the specific credit pricing negotiated with each mitigation bank, and any additional administrative or insurance costs required by LCPS.
