The Employment and Training Administration (ETA) is providing guidance to State Workforce Agencies (SWAs) on the required process for accessing FY 2022 Trade Adjustment Assistance (TAA) Training and Other Activities (TaOA) funds. The TAA Program provides assistance to workers who have been adversely affected by foreign trade. SWAs must submit a Standard Form (SF) 424, Application for Federal Assistance, through www.grants.gov to initiate the grant award process. The grant award will be used to cover the cost of training, employment and case management services, job search allowances, relocation allowances, and related state administration. The key responsibilities of the SWAs include:
• Providing access to TAA Program services in the local area’s comprehensive one-stop centers
• Ensuring compliance with program regulations and administrative directives
• Using TAA Program funds for allowable activities, such as training, employment and case management services, job search allowances, relocation allowances, and related state administration
• Conducting regular oversight and monitoring of the program and those of any subrecipients and contractors
• Ensuring compliance with nondiscrimination and equal opportunity requirements
The following are some key points to note:
• The deadline for submitting SF-424s via www.grants.gov is 30 calendar days from the issue date of this guidance
• States are strongly advised to initiate the application submission and validation process via www.grants.gov as soon as possible
• The Department will review the application materials and request revisions as necessary
• Once approved, the Department will incorporate the application with the Annual Funding Agreement (AFA)
