Description

The City of Detroit is soliciting qualified, pre‑qualified vendors to provide demolition‑related services for a group of planned residential properties (Group 8.28.2026, parcel 6002 Belvidere). The scope includes removal, transport, and disposal of fill material, back‑filling, grading, sidewalk replacement, and site finalization, as well as disconnecting water service lines where required. Vendors must submit detailed price sheets, professional rate schedules, and a signed signature page via the City’s Oracle Supplier Portal. The contract will be awarded to the lowest responsive and responsible bid, with the successful vendor required to complete all work within 120 calendar days of receiving a Notice to Proceed and to provide performance and payment bonds covering 100 % of the contract value. • Removal, transport, and disposal of non‑hazardous and hazardous fill material for residential demolition sites. • Backfill (below and above 12 in.), grading, sidewalk replacement, seed & straw/site clean‑up. • Required submission of price sheets, rate schedules, and signed signature page through Oracle Supplier Portal. • Mandatory completion of work within 120 days of Notice to Proceed; bonds and insurance required before work begins. • Evaluation based on lowest responsive price with local preference considerations; award may be split among multiple vendors. • No permit costs may be included in bids; hydrant re‑inspection fee of $134 is the contractor’s responsibility if applicable.

Budget estimate

$300,000 – $700,000

The RFQ does not disclose a total contract value. Based on typical municipal fill‑removal projects, costs range from $25,000 to $70,000 per property depending on volume, hazardous content, and required back‑fill. Assuming the “Group” contains roughly 10‑15 residential parcels, the total contract could fall between $300,000 and $1,050,000. Considering the City’s emphasis on lowest responsive bid and the inclusion of both non‑hazardous and hazardous disposal rates, a realistic estimate for the award is $300,000‑$700,000. Factors influencing the final amount include the number of parcels, the proportion of hazardous material, distance to disposal facilities, and any additional site‑specific requirements (e.g., water‑service disconnection).
