Parking Citation Administrative Hearing Officers

The City of San Diego is establishing a five‑year pool of individually qualified Parking Citation Administrative Hearing Officers who will be called on an as‑needed, rotational basis to conduct hearings on parking citations. Qualified individuals must have at least 20 hours of training (or equivalent experience) and be able to travel within the city to conduct both in‑person and written‑declaration hearings, interpret statutes, evaluate evidence, and render decisions in the City’s parking citation processing system. The solicitation is an RFSQ; submissions are accepted electronically via PlanetBids with a signed signature page emailed to the procurement officer. The pool remains open until June 9 2027, after which the City may award contracts to pool members based on scoring. • Conduct administrative hearings under California Vehicle Code § 40215 for parking citations in San Diego. • Provide legal analysis, evidence handling, decision writing, and reporting for each hearing. • Must meet minimum training/experience requirements, possess computer skills, and travel to downtown hearing locations.
