The County of Hawaii is requesting an exemption from Chapter 103D, HRS, to procure escrow services, title searches, title policies, and other required documents for the acquisition of real property from Title Guaranty of Hawaii, LLC. The contract term is from July 1, 2025, to June 30, 2026, with a not-to-exceed price of $20,000.00. The County is seeking exemption due to the high volume of easements and real property acquisitions, sales, and leases, making it impractical to quote for an escrow, title, and legal vendor for each transaction. The County has evaluated multiple title and escrow service companies and finds that Title Guaranty of Hawaii, LLC, is the only company that can adequately conduct long title searches, including translation of documents from Hawaiian to English.
