Emergency Sheltering Voucher (ESV) Program for Families

The City of Sacramento’s Department of Community Response is seeking motel or hotel operators within Sacramento County to participate in its Emergency Sheltering Voucher (ESV) Program for families experiencing homelessness. Participating properties will accept city‑issued vouchers valued at $55 per night (taxes and fees included) and invoice the city monthly, while collecting any amount above $55 directly from guests. Vendors must meet minimum scoring thresholds for property information and proximity to vital services, and must comply with city policies, ADA accessibility, and program guidelines. • Provide nightly lodging at a capped rate of $55 per room (higher rates allowed if guest pays the difference). • Submit a detailed proposal that includes room types, amenities, ADA compliance, and proximity scores; proposals $55 or below meeting the minimum scores are automatically accepted. • Maintain monthly invoicing, cooperate with case‑management services, and report any guest removals within 24 hours.
