The New York City Department of Social Services (DSS)/Human Resources Administration (HRA) seeks qualified contractors to operate and maintain emergency shelter beds for survivors of domestic violence on an open‑ended basis. Contractors must provide 24/7 emergency housing, comprehensive support services (assessment, counseling, case management, employment assistance, children’s services, medical referrals, security, cleaning, food, etc.) for a minimum of 20 beds and up to 200 beds per contract, with a city‑wide total of approximately 1,570 beds over the contract period.
