System of systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES) Sources Sought

The Department of War is issuing a Sources Sought notice to identify firms capable of advancing the STITCHES (System of Systems Technology Integration Tool Chain for Heterogeneous Electronic Systems) tool‑chain. The effort requires a contractor with deep expertise in software tool‑chain development, open‑standard (XML) interface design, system‑of‑systems integration, and the ability to operate in Top‑Secret/TS‑SCI environments. The contractor will research, design, prototype, test, and mature the STITCHES suite, deliver all software (source and object code) within 24 months, and provide rapid post‑demo repository updates. Heavy security compliance (TS/SCI facility clearance, ATO, NIST 800‑53/800‑171) and extensive documentation (technical manuals, configuration‑management artifacts, open‑source licensing under an MIT‑style license) are mandatory. • Perform research, define open‑standard specs, and design new subsystem interfaces and transforms. • Provide SME support for real‑system integration, test‑bed experimentation, and FTG community management at multiple DoD sites (Hanscom AFB, MA; Langley AFB, VA). • Deliver all software, documentation, and operational repositories within a 24‑month contract period, with 30‑day post‑demo turn‑around.
