Navy Electronic Chart Display and Information System (ECDIS) Hardware and Software Production

The Navy is seeking a single‑award contractor to design, develop, produce, integrate, test, field, and sustain the Electronic Chart Display and Information System (ECDIS) hardware and software for surface and subsurface platforms. The effort includes full‑life‑cycle support, hardware manufacturing, software sustainment, configuration management, testing, and logistics support, with a mix of firm‑fixed‑price and cost‑plus‑fixed‑fee CLINs. The contract will span roughly 18 months after award and includes options for additional years, small‑business subcontracting goals, and strict security (Secret) requirements. • Provide design, production, and sustainment of AN/SYN‑1 navigation hardware (multiple configurations) and associated software. • Deliver engineering‑support services, system integration, testing, and logistics (spares, repair, PIO). • Manage configuration, risk, DMSMS, IUID, cybersecurity, and human‑systems integration as required by NAVSEA.
