The New Jersey Turnpike Authority is seeking a pre‑qualified engineering firm to provide comprehensive construction‑management services for Project 1 of the Newark Bay‑Hudson County Extension Improvements Program (Milepost N0.0 → N4.1). The CM team will oversee roughly 16 construction contracts, coordinate with the Program Management Team, manage schedule, cost, quality, safety, traffic, utilities, and environmental compliance, and maintain a field office and reporting system throughout the 11‑year construction period. • Scope includes full‑scale schedule development, cost control, QA/QC, safety oversight, material‑testing coordination, utility relocation, traffic‑management (MPT), and claim/change‑order administration. • Required staffing totals ~473,909 hours (≈ 401,143 regular, 35,000 overtime, 37,766 unanticipated) across roles such as Project Manager, Deputy PMs, Chief Office Engineer, Safety, MPT, and Materials Testing Coordinators. • Fee structure is cost‑plus with a multiplier not to exceed 2.5; direct expenses are reimbursable, and small‑business/DVOB participation goals (≥ 25 % SBE, ≥ 3 % DVOB) apply. • Deliverables include weekly progress summaries, bi‑weekly narratives, monthly budget/schedule updates, quarterly aerial photography, and a final “Best Practices” document.
