The City of Salina is seeking a qualified contractor to design and construct a new scale‑house building, install two truck scales, demolish existing structures, and perform extensive site‑wide improvements at the municipal solid‑waste landfill. The scope includes earthwork, utility installation, concrete paving, fencing, lighting, signage, and final landscaping, all under strict erosion‑control and environmental requirements.
• Demolition of the existing scale house, old pavement, and fence, followed by grading, drainage, and storm‑water controls.
• Construction of a new scale‑house building, steel deck scales, metal catwalks, electrical service, standby generator, and conduit for future fiber.
• Installation of extensive site infrastructure: parking lots, concrete pavements (4‑in. and 8‑in.), curbs, lighting, signage, bollards, remote‑operated gate, and new fencing.
• Required compliance with NPDES permitting, SWPPP, 2009 IECC energy codes, and Kansas equal‑opportunity statutes.
• Project must reach substantial completion by Dec 31 2026 and final completion by May 3 2027, with performance and payment bonds equal to 100 % of the contract price.
