3rd Street East and Technology Drive Traffic Signal

The City of Palmdale is seeking a qualified civil‑ and traffic‑engineering consulting firm to provide full‑service design, permitting, and public‑outreach for the conversion of the 3rd St East / Technology Dr intersection to a modern traffic‑signal‑controlled intersection. The firm will be responsible for survey and utility coordination, environmental compliance, drainage studies, design development (50 %‑80 %‑100 % PS&E), construction‑document preparation, cost estimating, and optional construction‑engineering support. One virtual community outreach meeting and attendance at four City‑staff/ Council meetings are required. • Conduct topographic, utility, and geotechnical investigations and produce a drainage study. • Develop three conceptual design alternatives, perform traffic analysis, and deliver 100 % construction drawings, specifications, and a detailed engineer’s estimate. • Coordinate permitting with Caltrans, prepare CEQA/NEPA documents, and manage utility relocations. • Provide one online community outreach session and attend four City‑staff/ Council meetings. • Optional on‑site construction‑engineering support up to 120 hours.
