Description

The City of Merriam is seeking a qualified consulting firm to develop a comprehensive Downtown Master Plan that will guide future land use, transportation, streetscape, public realm, and economic development initiatives within the city. The scope includes data collection, community engagement, visioning, concept design, and a phased implementation strategy, culminating in a final master plan report and presentation to City Council. The schedule runs from the proposal deadline in early January 2026 through project completion in October/November 2026, with notification of preferred firms by mid‑January and potential interviews in late January. The contract will be awarded by the City Council after a standard review process. • Develop a full‑scale downtown master plan (vision, goals, policies, design concepts). • Conduct stakeholder outreach, public workshops, and surveys to gather community input. • Deliver deliverables: data analysis, GIS maps, concept drawings, implementation phasing, cost estimates, and a final presentation. • Coordinate with City staff, adhere to local ordinances, and obtain City Council approval before final adoption.

Budget estimate

$150,000 – $300,000

Based on comparable municipal master‑plan contracts in the Midwest, a full‑service downtown planning effort for a city of Merriam’s size typically ranges from $150,000 to $300,000. The lower end reflects a basic plan with limited public‑engagement, while the higher end accounts for extensive community workshops, detailed GIS mapping, and phased implementation costing. Factors influencing the final amount include the depth of stakeholder outreach, the level of design detail required, and any additional consulting (e.g., economic development analysis).
