CMAR-Rancho Gabriela Water Supply Facility Storage Tank Expansion

The City of Surprise is seeking a qualified firm to provide pre-construction and construction services for the expansion of the Rancho Gabriela Water Supply Facility. The selected firm will be engaged early in the process to provide cost estimating, constructability reviews, value engineering, scheduling, and risk mitigation support during design, and will later assume responsibility for construction under a Guaranteed Maximum Price (GMP). The project includes the expansion of the existing arsenic treatment system, construction of an additional storage reservoir, and integration with the existing facility equipment and infrastructure. The firm will be required to work closely with the City's project team and design team to provide preconstruction services and complete construction services. • The firm will provide preconstruction management services during the Design Phase of the Project and may serve as the General Contractor for the Construction Phase of the Project. • The firm will be responsible for defining, monitoring, and staying within the Project budget and schedule. • The firm will ensure the team is adhering to the Schedule and will be responsible for providing cost models and constructability reviews throughout the pre-Construction and Construction Phases. • The firm will provide a detailed response to the evaluation criteria, including general information, proposed team experience, key personnel experience, project understanding and approach, subcontractor selection plan, and past performance verification. • The firm will submit a Statement of Qualifications (SOQ) that includes a cover letter, SOQ response, and completed Past Performance Verification Forms (PPVFs) for three similar projects.
