Jobs Access and Reverse Commute (JARC) Projects for 2027-2028

The Nashville Metropolitan Transit Authority (MTA) is soliciting proposals from firms qualified to provide Jobs Access and Reverse Commute (JARC) Projects for 2027-2028. The project aims to address the unique transportation challenges faced by welfare recipients and low-income persons seeking to get and keep jobs. Proposers are expected to demonstrate their ability to provide efficient and effective accessible transportation services, including late-night and weekend service, guaranteed ride home service, and demand-responsive van service. The evaluation criteria include statement of need and proposed activity, improve coordination among other agencies and providers, organizational capacity to meet needs, maximize project cost effectiveness, and project budget and budget narrative. • The project is direct FTA funded and T-DOT State funded. • Proposers must submit a proposal that includes a cover letter, JARC matching grant application, complete certification, Title VI plan, matching requirements, and acceptance of proposed contract terms and conditions. • The contract will be for a term of one year following the notice to proceed. • The Agency reserves the right to conduct a separate evaluation for its services and to reject any or all proposals. • Proposers are responsible for assuring receipt of all addenda.
