Sole Source to Innovative Professional Solutions, Inc. for Battle Space Profiler (BSP) Winch Repair per attachments

The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) is seeking to award a sole source contract to Innovative Professional Solutions, Inc. (IPS) for the repair of a Battle Space Profiler (BSP) winch. The winch is a critical component of the PINS software framework, and IPS is the only source that has the personnel with the knowledge and experience to repair it. The contract will be a firm fixed price purchase order, and the Government's minimum needs have been verified by the certifying technical and requirements personnel. • The winch is a special nonmagnetic, low Electro Magnetic Interference (EMI), and 901D shock approved winch for the Avenger MCM ship. • The original equipment manufacturer (OEM) no longer supports the winch, and contractor support is required to repair it. • The Government owns the basic interconnect diagrams and requirements of what the winch would do, but the rest of the technical data was not purchased from the vendor 27 years ago. • The cost to develop a technical data package (TDP) for this winch would be cost and time prohibitive.
