The Maryland Office of the People’s Counsel (OPC) is seeking expert consulting and testimony services to support its participation in Potomac Edison’s electric base‑rate case before the Maryland Public Service Commission (PSC Case No. 9904). The consultant will review the utility’s filing, develop issue identification, prepare and deliver expert testimony, assist with discovery, and support settlement discussions and public communications. Confidentiality is required because the work relates to pending litigation. • Review Potomac Edison’s rate case filing, exhibits, workpapers, and discovery responses. • Identify key issues, develop policy positions, and recommend adjustments. • Prepare and deliver expert testimony, rebuttal and sur‑rebuttal testimony, and related exhibits. • Assist OPC counsel with hearing preparation, cross‑examination, and briefing. • Support settlement negotiations, briefing, and post‑hearing communications. • Provide technical analysis and documentation as needed throughout the PSC proceeding.
