Description
The Maryland Office of People’s Counsel (OPC) is seeking qualified consulting firms to act as expert witnesses in the Artesian Water Company rate‑case before the Maryland Public Service Commission (PSC Case No. 9907). The selected consultant will review the utility’s filing, develop discovery requests, analyze responses, prepare and deliver expert testimony (including direct, rebuttal and sur‑rebuttal), assist counsel with hearing preparation, and support settlement discussions. Confidentiality is mandatory because the work involves pending litigation. Bids must be submitted by email with a signed, letter‑head copy by the deadline.
