Description
The Commonwealth of Massachusetts Department of Revenue is seeking qualified contractors to provide expert‑witness and consulting services on a rolling‑enrollment, fee‑for‑service basis. The contract will span an initial five‑year term with an optional five‑year extension and will be awarded to firms that can demonstrate expertise across a broad range of technical, financial, and legal domains, and meet stringent security and compliance requirements.
• Services include expert testimony, appraisal, valuation, statistical analysis, IT forensics, and other specialized consulting for DOR litigation and the Division of Local Services.
• Bidders must submit separate technical and cost responses via COMMBUYS, include hourly rates for each expert, and comply with NIST 800‑53 moderate baseline, IRS Publication 1075, and FedRAMP (if cloud services are used).
• Small Business Purchasing Program and Supplier Diversity Program preferences apply; mandatory insurance, bonding, and background‑check requirements are stipulated.
