Community Empowerment and Crisis Response Services Master Agreement Request for Application

The Massachusetts Department of Mental Health (DMH) is establishing a Master Agreement to create a pool of qualified vendors that can deliver Community Empowerment and Crisis Response (CORE/CIR) services across the Commonwealth. Applicants may qualify for Critical Incident Response (CIR) – which requires the full suite of rapid‑response counseling, outreach, and training services – or for one or more Community Outreach, Resilience, and Empowerment (CORE) components such as outreach/education, capacity analysis, training/consultation, or culturally‑based healing activities. The agreement is open to any business (including sole‑proprietors) and favors small‑business participants through the Massachusetts Small Business Purchasing Program. Vendors must submit a detailed application, cost proposal workbook, and supporting attachments via COMMBUYS, meet all compliance requirements (EFT enrollment, CORI checks, insurance, de‑barment certifications), and will be reviewed quarterly. Qualified vendors will be placed on the Master Agreement pool and may receive task orders (Statements of Work) on an as‑needed basis until the RFA terminates on June 30, 2034. • Two service tracks: Critical Incident Response (mandatory three‑component suite) and CORE (any of four optional components). • Open application window until March 31 2034 with a virtual pre‑bid conference on September 27 2023. • No guaranteed award; vendors compete for individual task orders after qualification. • Small‑business preference (SBPP) applies; annual estimated value ≤ $250,000 per vendor. • Required compliance: Vendor Identification Number (VIN), EFT enrollment, authorized signatory listing, insurance, CORI, and various certifications.
