Locally Preferred Alternative (LPA)

The METRO Regional Transit Authority is seeking a consultant to conduct a Locally Preferred Alternative (LPA) study to evaluate potential Bus Rapid Transit (BRT) corridors across Summit County. The study will include a comprehensive analysis of ridership demand, travel time savings, capital and operating costs, land use patterns, and community impacts. The consultant will be responsible for refining alternatives, selecting the first corridor for advancement, and producing design, cost, and environmental documentation needed to move into project development and pursue federal funding. The scope of work includes tasks such as operations analysis, design criteria and assumptions, environmental screening, and risk register development. • The consultant will oversee high-level environmental screening consistent with Small Starts PD expectations. • The consultant will formalize project risks and lead a focused constructability discussion to strategize risk mitigation for early design phasing. • The consultant will produce a full SCC cost package for the selected LPA, including a Basis of Estimate with unit costs and production rates, year-of-expenditure escalation and phasing, and contingency logic linked to the Risk Register. • The consultant will compile a Project Development entry package for FTA coordination, including cover letter, checklists, maps, modeling and cost summaries, Purpose & Need, environmental screening, and a risk/contingency narrative.
