The City of Salina is seeking a qualified construction firm to demolish the existing scale house and truck scales at its municipal solid‑waste landfill and construct a new, fully‑equipped scale house building, two truck scales, associated site improvements, utilities, fencing, and landscaping. The scope includes extensive earthwork, concrete pavement, utility installation (water, sewer, electrical, fiber conduit), a remote‑operated gate, lighting, signage, and required erosion‑control measures. The contractor must also provide all required bonds, insurance, and schedule documentation, and must meet liquidated‑damage penalties for late completion. • Demolition of existing scale house, scales, pavement, and fence. • New building with structural, MEP, and mechanical systems plus two calibrated truck scales. • Comprehensive site work: grading, fill, concrete pads, utilities, storm‑water controls, fencing, lighting, gate, signage, and landscaping. • Mandatory compliance with SWPPP, NPDES, and state/federal regulations; performance bonds and insurance required before work starts. • Substantial completion required by 31 Dec 2026; final payment readiness by 3 May 2027.
