Statement of Qualifications

The City of Helen is seeking Statements of Qualifications (SOQs) from engineering firms to provide preliminary reports, design, construction administration, inspection, and closeout services for federally funded projects. The selected firm will be considered for projects over the next 36 months, including expansion and improvements to the existing Water and Wastewater Treatment, Distribution and Collection System, as well as Stormwater System. The evaluation criteria include firm history, familiarity with the community, key personnel, proposed approach, experience with federally funded projects, current workload, and errors and omissions insurance. • The City of Helen is seeking a reputable engineering firm with experience in federally funded projects. • The selected firm will provide initial consultation, grant administration, preliminary engineering reports, design, construction administration, inspection, and closeout services. • The firm should have experience with federally funded projects, including Appalachian Regional Commission, Community Development Block Grants, and US Department of Commerce Economic Development Administration projects. • The firm should have adequate key personnel, qualifications, and licenses. • The firm should have a proposed approach, ability, scope, and level of service that meets the City's needs.
